The Role:
We are looking for a highly motivated Technical Project Manager (TPM) to lead the technical delivery of our projects and support the expansion of our portfolio in Guinea Bissau. You will be representing Zenysis and working closely with the National Institute of Public Health (INASA) and The Global Fund to establish a Data Integration and Advanced Analytics Platform. This platform aims to integrate siloed data systems into a single platform that can then be used to triangulate data and create analysis to support the decision making process in the health sector.
As a TPM, you will have overall ownership of the technical implementation of a project, which involves scoping integrations, defining appropriate data access policies, outlining pipeline connections, cleaning and transforming data for integration, and communicating integration instructions to the engineering team. You will collaborate closely with User Engagement Specialists (UES), Project Managers (PM), Engineers, and users to determine the necessary analytical outputs and manipulate input data to achieve them while architecting an integration. Additionally, you will be responsible for verifying integrated data with the project team and addressing any inconsistencies discovered during the data validation process. Throughout the project's lifespan, you will be in charge of maintaining integrations in partnership with the engineering team and will be the primary point of contact for technical troubleshooting.
Responsibilities:
Data integration:
- Take charge of all external technical staff communication to scope integrations, with the goal of defining the data access method while considering aspects like integration longevity and fulfilling use cases.
- Collaborate with UESs and PMs to gain a complete understanding of the use cases and identify the relevant data elements and indicators to integrate.
- Prepare data for integration by carrying out data cleaning and data preparation, which involves developing suitable data pull scripts, integration instructions, or dataprep flows.
- Develop clear integration execution documentation and instructions to guide the Engineers.
- Monitor integration progress and regularly update the project team, clients, and users on progress and timelines.
- Create technical documentation for all integrations.
Project technical support:
- Take ownership of investigating and resolving integration-related problems on the platform and provide regular updates to all stakeholders on the progress.
- Collaborate with the Engineering team to address critical technical issues with the platform by efficiently communicating about technical problems and following up on progress.
- Provide technical guidance and support to country teams and business units concerning technical implementation.
- Contribute to project design, work planning, management (including timelines and budgets), and reporting.
- Establish and maintain strong working relationships with project implementing partners, government stakeholders, and other clients.
New Product development:
- Collaborate with the Engineering and Product Teams to provide guidance on suitable considerations for product development activities associated with country deployments.
- Participate and make valuable contributions to product development swimlanes that are related to TPM workflows.
Qualifications:
- Bachelor's or Master's degree in engineering, data science, or other relevant technical fields.
- 3+ years of experience in the areas of technical project management, information systems management or data analysis.
- Significant experience working with health information systems in use at MoH such as DHIS2, eLMIS, Kobo Collect, etc as well as with data analysis/manipulation tools such as SQL (mandatory), Excel, Python or similar tools and processes for data analytics, data quality assessments, data visualization, communications, and data use.
- Knowledge of health information systems with extensive experience/exposure to Ministry of Health approaches related to the implementation of health information systems.
- Experience working virtually with users and high-level stakeholders to understand their needs and coordinate project execution.
- Excellent communication skills (reading, writing, speaking) in English and Portuguese and are comfortable talking to a wide range of people across all levels of the organization as well as with clients. Good communication skills in French are highly desirable.
- Able to synthesize information and present clear and concise conclusions and recommendations for decision making.
